How Health Reform Will Affect Americans with Disabilities Americans with disabilities will no longer be denied health insurance, and insurance companies will also not be able to charge them more because of their medical history. Within 90 days of enactment, high-risk pools will be available to all Americans who lack health insurance due to a pre-existing condition. Community Living Assistance Services and Supports (CLASS) Act The CLASS ACT was included in health reform and sets up a voluntary, self-funded, insurance program with enrollment for people who are currently employed. Enrollees in the program will, after a period of time, be eligible for a cash benefit that offers people with disabilities some protection against the costs of paying for long-term services and supports, helping them remain in their homes and communities.
